Acosta Infrastructure Consulting, LLC (AIC) is an El Paso, Texas-based civil engineering advisory firm founded by Javier Acosta, PE, PTOE, CFM — a dual-licensed professional engineer whose 22-year career has been built within the El Paso–Las Cruces border corridor and West Texas region.
AIC was founded on a singular premise: the most valuable advisor a client can have is one who has operated on both sides of the table. Javier Acosta has served as the private sector engineer designing and delivering infrastructure — and as the public agency owner procuring, evaluating, and holding consultants accountable for that same work. That dual-side perspective is not a talking point. It is the foundation of every service AIC provides.
Prior to founding AIC, Javier Acosta served as Director of Capital Improvements for the City of El Paso — overseeing a $1.5 billion Capital Improvement Program with approximately 100 active projects spanning transportation, drainage, water, wastewater, parks, and facilities infrastructure. That experience gave AIC an inside understanding of how public agencies think, score proposals, make selection decisions, manage programs, and hold consultants accountable. It is a perspective that most consulting firms in this region simply cannot offer.
