Drainage Infrastructure Design

Infrastructure Assessment and Condition Rating

Floodplain Engineering and Administration

Regional Flood Planning — Region 14

Texas Water Development Board (TWDB)

Chairman of the multi-jurisdictional Regional Flood Planning Group covering Region 14. Oversight of regional flood risk assessment, mitigation strategy development, and state reporting requirements.

FEMA LOMA and LOMR Submittals

Base flood elevation studies, flood zone removal analysis, and preparation and submission of Letters of Map Amendment and Letters of Map Revision for properties within Special Flood Hazard Areas.

Built and led municipal practice groups serving TxDOT, City of El Paso, El Paso Water, and regional public agencies. Developed internal training programs, managed RFQ and RFP pursuit strategy, and grew public sector client relationships across the El Paso–Las Cruces market.

Workforce Development and Staff Training

Designed and delivered internal training programs in Civil 3D, Monday.com, Asana, roadway design, drainage, water and sewer systems, and PE exam preparation. Mentored EITs and early-career engineers through ASCE, AWWA, WEAT, and Pioneers21.
