Javier Acosta is a dual-licensed professional engineer with 22 years of civil infrastructure practice in the El Paso–Las Cruces border corridor and West Texas region. He holds active PE licenses in both Texas (No. 109225) and New Mexico (No. 19976), a Professional Traffic Operations Engineer designation (PTOE No. 4201), and a Certified Floodplain Manager credential (CFM No. 4055-21N).
Prior to founding AIC, Javier served as Director of Capital Improvements for the City of El Paso — overseeing a $1.5 billion Capital Improvement Program with approximately 100 active projects spanning transportation, drainage, water, wastewater, parks, and facilities infrastructure. That role gave him direct experience on the owner's side: procuring consultants, scoring proposals, managing programs, and holding firms accountable for performance.
Before his tenure with the City, Javier built his career in private practice — designing and delivering civil infrastructure projects across the same agencies and programs he would later oversee as a public official. That sequence — private engineer, then public owner, now independent advisor — is the foundation of AIC's dual-side perspective.
Javier is an active member of the El Paso engineering and infrastructure community. He maintains professional involvement through AWWA, WEAT, Pioneers21, and ASCE El Paso, and serves as a mentor to EITs and early-career engineers across the region. He is bilingual in English and Spanish.
