Practice Area 01
Program Advisory & Staff Augmentation
Senior leadership, owner's representation, and on-call municipal engineering advisory. AIC provides senior-level program advisory support that enhances owner capacity, fills leadership gaps, and improves project and program outcomes.
Public agencies and private owners often face a gap: the need for senior-level engineering judgment without the overhead of a full-time hire. AIC fills that gap. Javier Acosta brings 22 years of regional practice — including direct experience as Director of Capital Improvements for the City of El Paso — to serve as your embedded advisor, owner's representative, or on-call technical authority. Active PE licenses in both Texas and New Mexico mean he is immediately eligible to stamp and seal work in both states.
Scope of Services
Staff Augmentation & Fractional Department Director
AIC steps in as a named senior staff resource — PE licensed, client-ready, and fully accountable — to fill leadership gaps in drainage, flood mitigation, land development, transportation, and water and wastewater practice areas. Ideal for firms that win large public contracts and need credible senior leadership without a full-time hire. Deliverables include named project leadership, client meeting representation, QA/QC sign-off, progress reporting, and subconsultant coordination.
Owner's Representative & Project Management Services
AIC serves as the owner's on-site advocate and project manager for capital construction projects — providing full-cycle project management from procurement through closeout. Services include RFP/RFQ development, contractor selection support, contract administration, construction phase oversight, schedule and budget tracking, change order review and negotiation, RFI management, contractor pay application review, and project closeout.
Municipal Advisory Retainer
AIC provides on-call senior engineering advisory on a monthly retainer basis — delivering executive-level infrastructure expertise without the cost of a full-time hire. Services include technical review of staff-generated work products, second opinions on contractor claims, CIP planning guidance, interagency meeting representation, and ad hoc analysis. Monthly retainer clients receive priority response and dedicated availability.

Why It Matters
Most advisory firms assign a project manager to represent your interests. AIC assigns the principal. Javier Acosta personally managed a $1.5 billion Capital Improvement Program with approximately 100 active projects — spanning transportation, drainage, water, wastewater, parks, and facilities. That is not a credential on a resume. It is the lived experience that informs every recommendation AIC makes on your behalf.
