Practice Area 03
Technical & Regulatory Review
Independent review, technology implementation, and civil infrastructure litigation support. AIC provides independent technical review and implementation support that strengthens design quality, project delivery, and infrastructure dispute analysis.
Technical review is only as valuable as the credentials and experience behind it. AIC brings four active professional licenses — PE in Texas (No. 109225), PE in New Mexico (No. 19976), PTOE (No. 4201), and CFM (No. 4055-21N) — to provide independent, multi-disciplinary review across civil, transportation, drainage, and floodplain engineering. Whether you need a peer review before a critical submittal, an independent QA/QC pass on a complex design, or an expert opinion for a dispute or litigation matter, AIC delivers principal-level technical judgment.
Scope of Services
QA/QC Plan Reviews & Design Peer Review
AIC provides independent, third-party reviews of engineering plans, specifications, and construction documents at any stage of design development. Reviews identify coordination errors, specification gaps, constructability issues, code compliance deficiencies, and interdisciplinary conflicts before they become costly field problems. Particularly valuable for firms submitting to public owners with rigorous review requirements or for owners seeking an independent check before bid release.
Technology & Project Management Tool Implementation
AIC audits a firm's current workflow, recommends the right platform match — Monday.com, Asana, Newforma, Deltek, VantagePoint, Procore, and others — and leads implementation including configuration, data migration, and staff training. Javier Acosta has implemented PM tools in both public agency and private firm environments and understands how to drive staff adoption, which is the single biggest failure point in technology rollouts.
Expert Witness & Litigation Support
AIC provides technical review, analysis, and expert witness services for civil infrastructure disputes — including construction defect claims, design deficiency litigation, delay and impact claims, contractor disputes, and contract interpretation matters. Services include independent technical review of project records, preparation of written expert reports, deposition testimony, and trial testimony. Javier Acosta's dual public and private background provides credibility from both the owner and contractor perspectives.

Four Credentials. One Principal.
Most peer review assignments are handled by a licensed engineer with a single credential. AIC brings four active credentials spanning civil, transportation, drainage, and floodplain engineering — in both Texas and New Mexico. That breadth means a single engagement can address multi-disciplinary technical issues without the coordination overhead of multiple reviewers. Every review is performed and sealed by Javier Acosta personally.
